Dartanion is an accomplished data professional, software engineer, and founder of Data Sciences Corporation, a minority-owned management consulting firm that specializes in data, technology, and operations management.
Dartanion has led various system implementation and data migration projects across multiple sectors, including Education Technology, Transportation and Logistics, Public Safety, Human Capital Management, Budget and Finance, and Enterprise Resource Planning. His technical specialties include products within the Microsoft stack, such as Microsoft SharePoint, Microsoft Visual Studio, and Microsoft SQL Server (Management Studio, Integration Services, and Reporting Services).
Dartanion also has expertise many other technologies, such as Oracle databases, scripting languages (JavaScript and Python), business intelligence tools (Tableau, MicroStrategy, and ArcGIS), API management platforms, such as MuleSoft and Microsoft Azure, and Platform as a Service (PaaS) solutions (Quickbase, ServiceNow, and Salesforce).
He has 15 years of information technology management and engineering experience serving in a number of roles, including Director of Data Operations for the Executive Office of the Mayor in Washington, DC where he helped establish a robust citywide performance management framework, led applied research projects, and led tiger teams aimed toward business process improvements. Dartanion also served as Chief Information Officer for the DC Department of For-Hire Vehicles where he led a team of technologists to implement the mobile and digital strategy for the organization. Prior to joining the Department of For-Hire Vehicles, Dartanion served as Senior Advisor for Data Analytics and Reporting for the Deputy City Administrator and Deputy Mayor for Public Safety Justice in Washington, DC. Here he developed a situational awareness dashboard focusing on emergency response times and transport unit availability to support Emergency Medical Services (EMS) reform and produced the Certified Business Enterprise (CBE) Opportunity Guide that combined data from multiple sources, including operating budget, capital budget, agency acquisition plans, and agency expenditures to connect small businesses with procurement opportunities in the District. Dartanion is no stranger to integrating data from disparate sources and transforming it to actionable information. Through data architecture and integration efforts, he also worked to develop the Mayor’s Dashboard, which provides senior officials in the Executive Office of the Mayor with information on high-profile projects and major operational initiatives across each of the government clusters.
Dartanion also specializes in the operations management and logistics domain, serving as the Chief Performance Officer and Technology Director for Special Education Transportation in the DC Office of the State Superintendent of Education where he implemented a technology framework for fiscal management, fleet maintenance, bus operations, customer relationship management, routing, and logistics. Much of his work in technology innovation, organizational development, and performance management for special education transportation led to the successful exit of the 17 year-old Petties v. DC class action lawsuit.
Prior to joining the District of Columbia Government, Dartanion served as Program Manager for Student Information Application Development at Chicago Public Schools in Illinois, the third largest school district in the nation with over 430,000 students and 600 schools providing leadership in technology innovation toward implementing the largest web-based student information system in the country. During his tenure in Chicago, he also served as Enterprise Data Manager, maintaining an Operational Data Store, managing enterprise systems integration, managing the first release of an educational performance management dashboard and supporting the district’s performance management strategies by providing school and central office administrators with actionable data to drive more effective collaboration at all levels of the district.
Dartanion is a certified Lean Six Sigma Champion and holds a Masters of Business Administration (MBA) from Howard University, where he focused on finance and strategic management. Dartanion is a Chicago native, and enjoys performing arts, fine arts, travel, transportation, and technology.
